Why don't you pay for the expert and get a professional site up and then donate it to the commission. Don't forget the check for the up-dates.
You said "Hate to tell you this but Carlos doesn't seem to even have the skills to rotate a photo for his web site, and if you notice, he uses web TV, hardly a developer's platform."
I believe with the tools Carlos had to work with he did a Hell of a fine Job. You want an expert. Well you have one, he knows what to take pictures of and knows how to describe what is going on. As far as tools, my understanding is he now has a real web site to put his work on and tomorrow afternoon he will have a computer with all the programs necessary to build and maintain a web site. One last point. If we wait until the railroad has the money to hire an expert ( RGRPC would do better hiring a professional instead of relying on amateurs to present the railroad to the public.) it will be a long time until the public gets to see what work is being done. The railroad has a professionally done web site or at least I think Curt is a professional and does professional work.
www.cumbrestoltec.com this is where the public is going to go. The new site is for the railfan and the supporters of the C&TSRR to follow the work process.
I for one am thankful for having a place I can go to and see the progress of the shops and learn how some of the work is done.
About my web sites. I am sure you are correct. I know I am not an expert but they do add to the bank account and I learn something new about everday. If I am lucky someday I can reach your standards.
