In my limited experience with small 3' gauge locomotives, it is virtually impossible for an adult to get under them short of them sitting over a pit, or on very tall rail. The ashpan blocks access from the rear, the pilot blocks access from the front, and the low boiler blocks access from above. All the good intentions in the world won't help when access is impossible.
