The auxiliary water cars you have pictured are just that, auxiliary water cars. They are numbered 0469 and 0470. Those numbers do not correspond to locomotive numbers. There was a locomotive 470, but not a 0470 or 0469.
The DRGW may have used these cars for rotary trains.
