Yes Randy,

It makes a lot of sense and is probably correct.

To the best of my knowledge all of the CC and South Park waycars were built by the Union Pacific at Armstrong Shops. This is reinforced by notations in the UP's Boston Journals as to construction, number of cars and date built. It would make sense to paint them to UP common standards as both lines were UP subsidiaries at the time of the Waycars construction.
