If you need more proof that the two dry goods buildings are one in the same, there's a good picture of Shilling's Dry Goods on page 396 of Allan Lewis's "Florence & Cripple Creek" book showing the ornate brickwork on top, matching your photo. It looks like it was removed at some point.
The track in the foreground is almost certainly the north end of the F&CC, as I believe your photo was taken looking NE near 2nd St. and May Ave (roughly - map on p408 of above reference), making this indeed narrow gauge related!
