There is a large amount of slop where the hangers attach to the tender frame, this allows for the brake beam to swing with the truck. There is also a pin protruding from the brake beam near the back side of the wheel flange. When the truck swivels the wheels contact the pins and moves the brake beam with it.
This is pretty standard for many tenders and frieght cars with body mounted brake beams. 3000 series boxcars as an example.
