The 15x18 brooks was simply a flawed design. Other railroads had trouble with that model as well. The firebox and boiler were too small for the cylinders. Case in point, the Brooks 15x18 Mogul had effectively the same cylinder demand as the 15x18 2-8-0's used by both the D&RG and the South Park, but had only about 3/4 as much heating surface and a much smaller grate, and the 2-8-0's were already slower drag freight-type machines. The 14x18 Brooks mogul worked decently enough and was well-regarded.
