Not necessarily- in NG world, this would most often be the case, but only because of throttle placement. The poor response time of some superheated engines is a function of the distance steam has to travel between the throttle valve and cylinders. A superheated engine with a head end throttle (where the valve is placed after the superheater units) would be about as responsive as a soaker.
