I'm pretty sure that for the Huckleberry and Knotts before them, the lack of super heat is a non issue. Were the 464 to go back to Colorado, it would be an issue. It's about an hour of 4% grade from the narrows to Cumbres Pass, so a high degree of super heat should be obtainable. The improvement in horsepower and efficiency would be noticeable. Grades on the D&S are less severe but depending on the load, a steady state operation with some degree of super heat should be obtainable.
