That is what I recall reading about Strasburg when it was being revived in the 1960s. I have always assumed the 4'-9" gage and 4'-8.5" gage are compatible without any special compromise wheels that had been used for a while, but found to be too dangerous. If I am not mistaken, the compromise wheels were used to run equipment on gages from 4'-8.5" to 4'-10".
