The Surprise Valley Railway dates back to 1913 and was initially promoted by the Western Pacific which was desperate for feeder lines. The original plan was to connect to Robert Strahorn's proposed Oregon California & Eastern Railroad that would build south from Klamath Falls. John Sexton was to be the contractor that would build the SV. The failure and receivership of the WP in March 1915 put an end to the project although Sexton tried several times to revive it.
