The gons are for rip rap and ballast.

The EBT hoppers are for ballast. They use them very slowly and they drag a tie with the hopper as a means to spread the ballast out in front of the trucks.

As I understand it they plan to rebuild the 4, 3000 series boxcars they already use on the head end for hiker equipment and fire equipment. The park service car from Cimarron was a learning experience for the shop on boxcars.
