Purely economics. It was thought that converting the C&S to oil burning would result in significant fuel savings. The #70 was chosen for the conversion on a trial basis on the Clear Creek line in 1931. It seems that the results were promising, but by the time the trial results were in, the narrow gauge operations were winding down and the expense of converting all motive power and setting up fuel depots along the lines, made the change impractical.
