The RR guns are from the 41st Coastal Artillery. It was deactivated in June, 1931 and later re-designated a standard artillery unit which served in the Pacific in WW2.
Note the seated men on the RR guns. The have their arms folded, which is a very common pose for pass-in-review formations when people are seated. I've seen photos as late as VE day of men in wheeled vehicles doing that. Looks odd every time I see it.
