When SVRy converted to oil, they ran a steam line to the oil storage tank which was a tank car tank mounted on top of the old S. Baker water tower base with some extra supports. They built an enclosure around the tank. I believe deliver to the tenders was by gravity. Over at Austin, they put a tank inside one bay of the engine house and also installed a small steam boiler for heating it. As I recall the AFE material shows a pump installed to getting the heated oil up into a tender.
