My best guess would be that the gondola was moved with either the air or handbrakes set up while loaded and the original wheelsets were flattened. In that case, the wheelsets would be changed out with something in inventory and the original wheelsets turned to get the flat spots out and put under another car. This is common practice even today. No big deal, just everyday maintenance.
