Rail tongs work well with only a few guys on a rail. If there are only 6-8 of us handling a rail, we use tongs. The use of tongs makes it awkward for our track laying process, as then you have a guy on each side, and rail is usually unloaded from a side of a car, which now means the tongs are ineffective because only one guy can use them.

With unloading off the flat car seen here, tongs are also ineffective because the rail is at chest height and more awkward than anything.
