487 does not meet the new boiler codes. It is running under the old code, but not under extention. The way this fell was that boiler overhauls done the last year of the old code were entitled to run the full period under the old code, but would not be eligible for extention.
It must be one of the last, if not THE last locomotive running under an overhaul regulated by the old code.
