Perhaps not in 1949. M64's still had ahold of the majority of the passenger trains I would think. The M64's came to ALA at the end of steam to use up their flue time before retirement. 115-6 were slow dogs of the passenger world and just about any freight hog could get the nod to run it over the hill, as long as it had steam and signal lines.
