If RailRoader rumors warrant a grain of salt, then RailFan opinions warrant at least a tablespoon – or maybe a full pound!
Nonetheless, to ensure better competition on the west coast - especially in the central valley of California, including Sacramento, Stockton and the Bay Area - IMHO when the U.P. was allowed to absorb the S.P., the former D&RGW and W.P. lines should have been sold to the BNSF, which already had a connection to the W.P. at Keddie and SFAIK trackage rights from there to at least Stockton (and Oakland & San José?). Oh, well. Sick Transit, Gloria Monday.
OTOH, maybe allowing U.P. to absorb the dilapidated disaster that was S.P. at the time was considered sufficient inhibition of their ability to compete with BNSF
