Because at the time the Pictorial came out the extent of the grading beyond Baldwin had only begun to come to light a few years previously. Bob Richardson had found parts of it in late '55 (although he wasn't given proper credit for it for years) and a group of fans (including Bob & Mac Poor, among others) found more the next year when touring the new(1956) Ohio Creek Pass road. Apparently nobody believed Bob's report until they saw it with their own eyes. He told the story in the NGN and (in more detail) one of his books.
Anyway the Pictorial came out in '57 or '58 and a lot of research was yet to take place on what had gone on in 1882, 1892, etc. I suspect we may still lack the full story.

ps I'd always assumed the rock-rolling etc. was north of Kubler Pass nearer Irwin, not sw on the Floresta part of the line. Thanks for the correction to my mental map!
