Actually, I was just reading earlier today that Russia has a fairly extensive program of historical railroading that includes 3 or 4 operational 4-8-4 steam locos – it's just not widely known here in the West. Unfortunately, a search did not turn up the link I was looking for.

p.s. Are any of those Russkie 4-8-4's oil burners? If so, maybe ex-oilman Rex Tillerson can arrange for them to become better known here . . .
