That seems to be a great way to store cars during an economic downturn. I'd never seen anything like it before.
I recall seeing the Enola PA eastbound departure yard after the hump had been removed full of stored cars (after Pitcarn in Pittsburg). Sad ending for the largest hump yard east of Chicago. The entire departure yard has been removed by 2000. Taxation from the local municipalites was very high and it was more cost effective to remove the tracks and pay unused land taxes.
It makes you wonder what would have happened in the San Luis Valley if the Hooper SG branch had not been pulled up but kept for car storage.
