As I understand it, CRRR #11 was originally built as an 0-8-0. I think it was delivered and operated but financial problems caused its return to Baldwin. After the tests on CRRR, a pilot truck was added. If I understand correctly, it was tested on the CRRR as a 2-8-0. The rest of the history is covered by the PDF I uploaded.
When CRRR got back on its feet, it ordered two 2-8-0s from the same plans of CRRR #11. These became C21s 360 and 361.
One more was ordered for the CRRR. The plans for CRRR #11 were slightly modified for what became C25 375.
If I was to guess, I would feel that R&C #4 (CRRR #11) was identical to the C21 Class sisters. They were built to serve the same need and the 0-8-0 version was not completely successful.
As for 375, I think it had a slightly larger boiler and extra weight on the drivers to give her her extra TE. I think the frame and cylinders were the same as the C21s. - just like the K36 and K37s.
I hope someone else can confirm this information.
