I am cautious about Western Group. They have never operated a steam railroad before and know nothing of the trial and tribulations of doing so.
Recently they have had some serious wrecks on their New Mexico Railroads. One a runaway which killed 3 people, and a head-on collision between Deming and Rincon. The resulting FRA safety audit caused the BNSF to cancel their lease agreement of the former Santa Fe Carlsbad line to Western. Since then Western has sold off all the New Mexico operations.
To their credit they seem to do a very good job up in Clarkdale AZ on the Verde Canyon train.
In this case, there seems to be nowhere to go but "up".
