Why the wheel spacing

Not to change subjects but I noticed the bigger space between the first and second driving wheel, then between the third and fourth there is not quite as much gap. The 2 and 3 seem to be pretty close together. Was this to spread the weight of the engine over the axels? I have seen this before but never really knew why it was done this way.
