Baldwin built USA190-200 in February 1943, shipped them to Skagway fully assembled and the first two 190 & 191 went into service in May 1943. A typical wartime consist of 14 cars had a 190 series as lead engine, a K-28 [USA250 series] as a midtrain helper, and WP&Y #69 pushing up the hill. No. 69 was cut-out at the top of the White Pass, and brought any cars stacked there back down the hill. The K-28 would stay in the train till Fraser or Bennett then bring any cars stacked there back down the hill. The 190 series engine could pull the entire train from Bennett to Whitehorse. A K-28 was kept at Whitehorse to push trains up the Ear Lake hill.
