Traditionally the headlight number boards were a tin "stencil" with the numbers cut out with a piece of clear glass in front and white glass behind. I made a few out of cardstock, but eventually moisture gets in behind the glass and destroys the cardstock.
The number boards by the stack were done in a similar manner. But the boards design was to indicate timetable train numbers and the boards were designed so that the numbers could be changed fairly easily. There are two slots in the boards: One for the white back glass, and in front of that, another slot for the number and clear glass cover. The "slide" was made out of sheet metal.
Today I think they make a vinyl stick on numbers that goes over a piece of white Plexiglas. Maybe, there is a piece of clear Plexiglas over that.
