But it looks to me like a two-engine freight on its way FROM Chama to Cumbres and - eventually - Alamosa

The lighting looks like afternoon, so it's probably the second Cumbres Turn of the day. Most likely a third train on the following morning will take more cars up the hill, assemble all three sections into one long train, and arrive in Alamosa well after dark on Wednesday, September 28. chasingtrains.smugmug.com] shows a typical freight headed east from Cumbres, also in September of 1960 – but probably not the next day, as it's pulled by a K-37 and has only two tank cars in the consist.
