A few things. RGS 20 had the cab initials as seen in loggerhoggers post I believe starting with that paint scheme. After her rollover in 43 the T-19 was dropped and she only had RGS on the cab. After her use in the movie she had no initials.
20 also had flanges on all three driver sets until some time between 46 and 51. I believe she was shopped and had them removed. I don't think 22 and 25 had flanged center drivers.
Kelly your onto something. Pictures show 346 in 41 with blind drivers then in 1946 with half flanges. She was on the RGS and working in Durango during the war. RGS did some work on it in 44, however in the summer of 45 she went to Alamosa for a major overhaul including turning the tires. (She also was painted with the flying grande so she could have been the last loco to receive that logo. add her to the possible list, as per another old thread)
So its possible that the Rio Grande added the half flanges.
