Yes there have been some photo charters on the Loop - the only ones I am aware of were in the very late '80s or early 1990s. Steve Shoe, the founder and publisher of the
Colorado Time Table, put together at least two photo charters I am aware of, and as these were done as a promotional tool using published photographers - professional or otherwise - to publicize the Loop (gaining free PR exposure if any of their photos were published), these were free to the invited photographers. And I put together a charter for my photography club (Foothill Photographers) and as I recall we only had to pay the regular fare. Below are a few pics from the ones I was on.
