It wasn't debated at all.
There was no internet to snoop on the happenings at the railroad, and we didn't have a bunch of bozos telling us what to do.....
.....and crying because they didn't get their way.
The railroad was run by a trusted operator who trusted their employees to do the best for the property. The commission was a proper government body who oversaw the operation, let the professional operator do what they thought best and their only contribution was to find funding for capital improvements.
I've said this before, but here it is ONE MORE TIME:
If 483 had been in better shape it would already be in Durango, would have been there for 24 years. 482 would be sitting in Chama slowly rusting into the ground.
The D&S had their choice of locomotives. They chose 482 because it had a better boiler. 483 needed a new rear flue sheet and 482's was in better condition.
I'm really glad I railroaded there before all you clowns could look over my shoulder and tell me what I could and what I couldn't do...................
