Dan, apparently some of the sail car footage was filmed on a few hundred feet of the old RGS, with the rails very temporarily spiked back on the ties. Michael Todd, who directed Around the World in 80 Days spent a large amount of money on this film. So why all that effort? Well in the 1950s computer generated graphics were not an option, so if you wanted a sail powered rail car, you built one and filmed it somewhere. Why relay an abandoned railroad? Perhaps Todd wanted that specific backdrop or some such. I think this was discussed in one of the threads on movies shot on the narrow gauge here on this forum.
