No, I can assure you, the asbestos is still in place. The original restoration 1992-1995 "encapsulated" the asbestos. Resources ($x$x$) have never been available to abate the asbestos. That would require removal of the existing jacket, professional remediation by certified personnel, and fabrication/installation of a replacement jacket. Call it a hunch, but I'd wager one of the aforementioned beverages that concern over the "a-word" has factored into the commissioners' decision making.
A close examination of the jacket in this photo [
flic.kr] will reveal the quilt-like patches that were applied to all of the holes in the jacket 20+ years ago. That thing looked like swiss cheese in places. You wouldn't think that it would rust like that in the Texas Panhandle, but even a small amount of rain, over time, does substantial damage.
