The Uintah Ry may have been unique among US three-footers - placing orders from Baldwin for
both an outside frame 2-8\-2 (No. 30) and an inside frame 2-8-2 (No. 40). The outside frame mike was never used on the part of the URy that saw serious snow - so I doubt management worried about the consequences of ice interfering with driver counter-weights. On the other hand, Canada's Kaslo & Slocan rostered an outside frame 2-8-0 (No. 3) . Snow was a serious problem for the K&S, which even purchased a second-hand rotary from the RGS.
