The top two that hardly any railfan ever sees but plenty of non-train-fan types do:
1: Doe River Gorge, Hampton, TN (former ET&WNC)
2: Anywhere on the White Pass & Yukon
Done both. In fact, I'm very close to being able to say I've seen every narrow gauge RR in the US, including Alaska and Hawaii, that was running during my lifetime.
