I would hazard a guess that as the C&S Steel underframes all had an outside Chainroller casting to route the Handbrake chain clear. This apparently has been removed and the Handbrake follows a more conventional route. The Brake cylinder has a retract spring inside it for assisting the release so I think that the extra chain may be to take up the slack in the chain when the Handbrake is released.
The Archbar Trucks with inside-hung brakes aren't C&S either.

EDIT: Just to make it clear, I was not implying that the obviously truss-rod wooden frame of this Conx 19 Tankcar was a Steel Underframe but merely used this interesting picture as a convenient close-up illustration of the missing outside Chainroller casting from 07407.
