I'm liking the "take up slack" option here.

The one really good photo I've seen (probably from NGP X) of 07407's B end shows the brake chain all the way unwound, so I guess the spring could be taking up slack. But wouldn't the chain be wound if the hand brakes were set? Or am I misunderstanding (quite possible) the meaning of "all handbrakes would have been tied"?

Anyway, I appreciate all the help. This is a very cool car.
