Interesting question Jeff,
I wonder if you're assuming that the targets were painted the same on both sides.
On the basis of this photo and the one Dave Grandt posted, it would appear the solid color side might face a trailing point move. Conversely, the two-color side might face a facing point move.
The use of two different faces might differentiate the orientation (trailing/facing point) of the switch for an approaching train crew.
