Maybe things are different in Colorado, but in Oregon that is not strictly true. Any surveyor licensed by the state can survey private lands located within federal property. In fact, when I was working for the Forest Service, that was how we established property boundaries. It is true that only BLM surveyors can survey Federal property, but USFS surveyors regularly surveyed and posted boundaries with private lands using their state license. The BLM accepted this, and even encouraged their surveyors to obtain a state license. I should note however that any survey done under a state license can be challenged in court, by either a federal or licensed surveyor .
