It would be more like the terms of a contract/treaty not being upheld and so not coming into being - things reverting back to the way they were before the treaty.

1) Texas asks for division into five states AND 2) The US Governemnt Denies the request.

That said, if the treaty between Texas and the US would be called null and void, then the trade for the texas territories for the $100,000 in national debts would also be null and void. What would the US look like if Texas, and parts of Oklahoma, Kansas, New Mexico, Colorado, Wyonming, maybe Nebraska had to be returned to Texas and Texas became a Nation again. Big hunk of the US missing.

Maybe Albequerque, Santa Fe, Denver, now no linger in the US. How about changing the names of the National League (Baseball) to something else?
Would Coor be an imported beer into the US?. Smokey and the Bandit would have the Boarder Patrol after them. The UP might be crossing a foreign country?

Sounds like a neat alternate history story.
