Bruce's photo reminds me of this one taken on the Long Island RR in Garden City, NY in the 1950s:

The story is that a one-mile section of track between Garden City and Mineola, NY was discontinued, but it was in electrified territory so they left the rails in place (only realigned) to maintain an electrical return to the substation in Mineola. I suppose it was easier than laying a cable...
