Hi,

According to the book "Rio Grande Car PLans" (1969). the 30' refers were 10' 2" from railhead to top of roof walk.

With no building side shown square on, you need to understand about parallax.

This means that items that are at a distance will look smaller at a distance (for instance).

As long as you recognize the issue, it is good to use a photo as a plan for a model. I've done it many times.
