I didn't measure the wheel but my guess would be that it was 24". The avaerage temperature of Lake Tahoe is 39 degrees and there is very little oxegen in the water so things don't corrode very quickly. Even people who drown are seldom found because they sink to the bottom and don't don't decompose, bloat and float as they would elsewhere. In fact, the sawed off stubs of the piers look more like they're on their way to petrifying that rotting.
