I would say the small object that Martin is pointing to is the whistle. Enlarging the image shows a whistle handle or lever next to it.
This might be a high pitch whistle that was used on some electric interurban freight locomotives and also early steam engines.

Don't know what the larger pot would be. It does seem to show up in this catalog image of a D17000 that I found on-line:
