FWIW, we have a copy of the specifications for coach 25 and 26, that were drafted July 7, 1914, which leads one to think they were considering the purchase of new cars sets pretty far in advance of the actual acquisition in 1918. Certainly something like changes in mail contracts could have prompted a decision to buy.
