Philip, Offset spikes were mostly used between the guard rails and stock rail. Guard rails were set closer to the stock rail on the Two Footers so the offset spikes were a better fit. Their use was not limited to the Maine Two Footers, I've seen the larger version used on the Maryland & Pennsylvania Railroad.
