This was the culture of the Japanese Army, but not of Japan. The army had a brutal culture, not only to enemy soldiers and civilians but to its own soldiers. The Navy was much more civilized as were large parts of Japanese society. But the Army used intimidation to gain control. One of the sadder stories from the war are the number of (mostly Army) war criminals who escaped prosecution because in 1946-7 we were overly anxious to turn Japan into an ally against the Soviet Union.
