I'm hoping that I won't have to go through the hassle of downloading NikonScan and applying your fix to get it to work. I followed the advice in your post above r.e. setting the Black Point in the scan, and checking the Histogram in Camera Raw. By pushing the Fill Light and Blacks really high (to 70 & 90, respectively), and then adjusting Recovery to 50 to avoid clipping the high values, I was able to spread out the Histogram and get an over-all image that looks pretty good (a bit pink and too bright, but I can take care of that with "Levels" and a little desaturation)

The biggest remaining problem is the fringe where the bright sky and the dark locomotive are in contact, almost identical to the sample posted earlier. This appeared in Camera Raw - I didn't even use Brighten Shadows / Darken Highlights - but it's no more a problem to correct this with a little masking and the clone tool than it would be to mask a brightened lower half really, really carefully and then paste it over a separate darker scan of the sky.
Once that's done it'll be "close enough for Gummint work", as they say
...
