I timed a train on the Esquel line (30" gauge) at 58 kph (35 mph) between km posts with a Baldwin outside frame 2-8-2 on the point. I think the key elements are counterbalance and quality of track bed, with the amount of lateral on the driving boxes and lead and trailing truck centering forces contributing factors.
I once watched 497 on the D&S wallowing down the track north of Durango at 20 mph. The side to side was very noticeable and I doubt if anyone would have wanted to go any faster. Least of all the track crew!
